Zul Rafique & Partners has appointed Datuk Lukman Sheriff Alias as Managing Partner, effective January 1, 2025. Datuk Lukman currently leads the firm’s Energy & Utilities Practice Group, with focus on corporate, energy and utility transactions.

With extensive experience in landmark projects, such as Kuala Lumpur City Centre, Putrajaya, Kuala Lumpur International Airport and Kwasa Damansara, Datuk Lukman has established himself as a leader in the field.

His role in significant independent power producer projects, both domestically and internationally, has been transformative. Notable highlights include advising on the Bakun Hydro power purchase agreement, the Genting power plant PPA extension, the proposed East-to-West Malaysia submarine power cable project, and the acquisition of power plants and coal mines in Indonesia.

In 2005, Datuk Lukman acted for the Government of Malaysia in restructuring the nation’s water industries, a pivotal initiative that involved amending the Federal Constitution, drafting and enacting the Water Services Industry Act 2006, and establishing Suruhanjaya Perkhidmatan Air Negara, where he served as Commissioner.
